City Neighbors Foundation works to impact public education in three ways:

  • We operate a network of three innovative public charter schools in Baltimore City.
  • We provide professional development opportunities for teachers.
  • We work to create an environment that allows great schools to thrive in Baltimore, in Maryland, and beyond.

Guided by the belief that children are creative, capable, powerful, and worthy of the deepest respect, the City Neighbors approach is rooted in the arts, project-based learning, and inspired by the Reggio Emilia philosophy.  We are committed to our students being Known, Loved, and Inspired.


Mike Chalupa, Director

Before Mike was selected as the full-time Director of City Neighbors Foundation in 2018, he was the Academic Director of all three City Neighbors schools. That role included educational leadership, staff evaluation, hiring, curriculum development, facilitating collaboration, solidifying administrative and policy structures, and serving as the primary liaison with the District. He also served as the leader of our founding school, City Neighbors Charter School, for eight years, where he created an environment rooted in the school’s vision and mission. Prior to joining City Neighbors, Mike served as the Executive Director of The GreenMount School from 2000 – 2005 and Dean of Students for St. John’s Episcopal school from 1996 – 2000, where he also served as a classroom instructor and program coordinator. Mike earned his MA of Education from the Harvard Graduate School of Education and his BA of Arts in English and History from Georgetown University, where he graduated magna cum laude and he is a father of  three.
